使用及管理辦法 

 民國 110 年 9 月制訂規範 

 

 壹、儀器設備

              本辦法所適用之設備為設於國家生技研究園區 A 棟 407a、407b、407c、408、409、502a、502b、502c、504、505、506、

511、512 、 522、604、609、610 之所有儀器設備。

 

貳、申請使用資格

     園區進駐研究團隊、育成廠商、國內外生技醫藥研發產業與學術研究單位。

 

參、預約方式

、專案服務

          1. 初次申請者,請先註冊公司/實驗室帳號,並增設個人帳號 (若已註冊公司/實驗室帳號,則僅需於其下增設個人帳號即可)。
          2. 請至網路預約頁面,點選「專人/專案諮詢」填寫需求送出,將由專案經理或技術專員聯繫您,或來電諮詢。

 

二、專人操作者

          1. 初次申請者,請先註冊公司/實驗室帳號,並增設個人帳號 (若已註冊公司/實驗室帳號,則僅需於其下增設個人帳號即可)。
          2. 請至網路預約頁面,點選「專人/專案諮詢」填寫需求送出或致電,將由專案經理或技術專員聯繫您,或來電諮詢。

 

三、自行操作者

  1. 初次申請者,請先註冊公司/實驗室帳號,並增設個人帳號 (若已註冊公司/實驗室帳號,則僅需於其下增設個人帳號即可)。
  2. 自行下載「儀器使用切結書」及「使用者注意事項與安全守則」,填妥文件後掃描上傳文件至網頁平台,並將正本送至本核心行政辦公室。
      *「儀器使用切結書」僅需簽一份文件,而「使用者注意事項與安全守則」每個平台皆需簽一份。
      *可多人簽署同一份文件,並各別上傳至個人帳號。
  3. 參加儀器之教育訓練和線上預約儀器操作認證時段。
     *_平台儀器則為不定期1-2次教育訓練,若無法即時參與,可線上預約教育訓練的影音課程時段
        (請至網路預約,直接下拉自行操作,選擇X儀器影音課程)。

     *請攜帶認證表,完成教育訓練後由管理員簽章並保留文件
     *各平台認證時段僅可預約教育訓練後,再次登入時七天後的時段 ! (例如:周二登入可預約下周一以後的時段)
      ,生醫共同儀器為再次登入時三天後的時段! (例如:周一登入可預約周四以後的時段)
     *通過儀器教育訓練後,需在三個月內進行儀器認證,否則取消資格。
     *特定儀器(請參考首頁-文件下載-xxxx)無提供影音課程,請使用者聯繫管理員。
     *儀器操作之
    認證,將收取儀器使用費和專人操作服務費
  4. 通過儀器操作認證後,方可進行線上預約儀器使用時段。
     *儀器通過認證後,需在三個月內進行儀器預約,否則取消認證資格。
  5. 線上預約儀器使用時段後,將寄送確認信件至使用者電子郵件信箱。
     *請確認是否收到儀器時段預約成功之電子郵件。
  6. 預約當天請找管理員簽署「儀器使用單」並取回客戶聯。

 

肆、預約注意事項

一、下載「儀器使用切結書」(各平台共用一份) 及「使用者注意事項與安全守則」(各平台皆有一份) 文件並簽署,上傳至個人帳號,且繳交

正本至本核心。

二、下載「儀器操作認證」文件,在教育訓練當天繳交至本核心。

三、管理人員協助使用者進行儀器操作之認證,將收取儀器使用費和專人操作服務費

 

伍、開放時間

一、以週一至週五 9:00 ~ 17:00 為原則。

二、若有需要在夜間或假日使用儀器者請洽管理人員。

三、儀器於 30 天前可開放預約,最遲預約和取消時段請參閱各平台「使用者注意事項與安全守則」

     1. 生醫共同實驗儀器:0.5 小時前預約和 24 小時前取消。*高速離心機&超高速離心機:16 小時前預約和 24 小時前取消。

     2. 細胞分析暨分選平台: 12 小時前預約和取消。

     3. 單細胞分析平台:24 小時前預約和取消。

     4. 自動化細胞活性分析平台 & 高階多維度影像分析平台:24 小時前預約和取消。

     5. 數位化病理組織分析平台:12 小時前預約和 24 小時前取消。

                                        

 

陸、收費標準

一、以每小時計費,單位為新台幣,若未滿 1 小時以 1 小時計費。

二、使用完後所產生之生醫廢棄物(包括廢液、有機溶劑、蠟塊等)需收費回收,以每公斤 63元計費。

三、國外廠商以專案服務計費。

四、收費標準每季重新計算成本,需要調整時另行公告。

五、預約後因故未於規定時間內取消預約,須付 1 個小時的使用費

 

柒、付費方式

一、專案服務者

         使用者線上完成需求填寫後,本核心將以電子郵件方式通知使用者報價單已成立,請至預約系統的個人帳號下載報價單並簽署同意後

,上傳文件(即同意報價);本核心會再電子發送繳費通知單,請下載後簽署並繳費(繳費方式請參考繳費通知單備註欄),最後上傳已簽名的

繳費通知單和匯款證明單,即可開始執行此專案。

 

二、專人操作者

         使用者線上完成需求填寫後,管理員將會預約儀器時段,會以電子郵件方式通知預約成功儀器使用單將依照儀器使用時數、專人操

作服務費及相關耗材進行收費,使用當天簽收儀器使用單。正式繳費單通知單將寄送給貴公司/實驗室負責人,請依通知單之規定繳費與完

成相關作業;繳費通知單開立後45天內完成繳費,未於期限內繳費,將停止該公司/實驗室於本核心設施的使用權,於回傳匯款單據後

1個月內開立發票。

 

三、自行操作者

          使用者線上完成儀器預約後,將以電子郵件方式通知預約成功儀器使用單將依照使用者預約時數及相關耗材進行收費,使用當天簽

收儀器使用單。正式繳費單通知單 (月結或單次結)將寄送給貴公司/實驗室負責人,請依通知單之規定繳費與完成相關作業;繳費通知單

立後45天內完成繳費,未於期限內繳費,將停止該公司/實驗室於本核心設施的使用權,於回傳匯款單據後1個月內開立發票。

捌、罰則

一、使用儀器等相關耗材由使用者請自備,限定使用原廠試劑、耗材,若自行購買使用他牌而導致機器損壞,其使用者需負責儀器維修費              用及賠償責任,並取消使用資格。

二、為了防止延誤下一個使用者的使用權,如果超過網路預約的使用時段,則會加收下一時段的全額費用。

三、有下列情形者,違反使用規範記點1次,累積達 3 次,違規者予以停權 1 個月

        1. 預約後因故未於特定時間內取消預約,需付 1 個小時的使用費並記點1次,無需付費之儀器則予記點1次。

        2. 預約後未使用或無預約使用者記點1次。

        3. 已超過網路預約使用時段來使用者,記點1次。

        4. 未遵守規定戴手套操作指定儀器和電腦,記點1次。

        5. 未依儀器開、關機和操作標準程序指示進行操作,記點1次。

        6. 沒有填寫儀器使用登記本,記點1次。

        7. 機器使用後無清理操作檯面、儀器和周邊環境,記點1次。

        8. 使用未格式化的隨身碟存取數據,記點1次。

        9. 預約教育訓練(首次)、認證或儀器專人操作者,若當日遲到15分鐘即取消認證/上機時段,並記點1次。

             如預約下午2-3點認證,2:15分後即視為遲到。

 

四、有下列情形者,違規者予以停權 1 個月,並通知貴單位主管和負責人:

        1. 未經認證即自行使用儀器。

        2. 已認證者以自己名義預約儀器給未經認證者使用。

        3. 以他人名義預約儀器使用時段。

        4. 自行加裝電腦軟硬體或更動系統設定。

        5. 因個人疏忽而導致儀器損壞。若操作不當造成儀器損壞,須由該公司/實驗室負責人負起維修賠償責任,若拒絕賠償,則永久取公司/公司/實驗室之儀器使用權。

        6. 請於繳費單正式開立 45 日曆天內繳費,否則貴單位將予以停權

 

 

 

 

 

Core Facility for Translational Medicine (CFTM)

Regulations on the Use and Management of Shared Instrumentation
Established: September, 2021


I. Instruments and Equipment

These regulations apply to all instruments and equipment located in Building A of the National Biotechnology Research Park, rooms 407a, 407b, 407c, 408, 409, 502a, 502b, 502c, 504, 505, 506, 511, 512, 522, 604, 609, and 610.


II. Eligibility for Application

  • Resident research teams within the Park

  • Incubated companies

  • Domestic and international biotechnology/pharmaceutical R&D industries and academic research institutions


III. Reservation Methods

A. Project-based Services

  1. First-time applicants must register a company/laboratory account and then create an individual account (if the company/laboratory account already exists, only the individual account is required).

  2. Visit the online reservation page, select “Consultation for Project/Service,” and submit your request. A project manager or technical specialist will contact you, or you may call directly for consultation.

B. Staff-assisted Operation

  1. First-time applicants must register a company/laboratory account and then create an individual account.

C. Self-operation

  1. First-time applicants must register a company/laboratory account and then create an individual account.

  2. Download the “Instrument Usage Agreement” and “User Guidelines and Safety Rules.” After completing and signing, scan and upload them to the platform, and submit the originals to the CFTM administrative office.

    • Only one copy of the “Instrument Usage Agreement” is required, while the “User Guidelines and Safety Rules” must be signed once per platform.

    • Multiple users may sign the same document and upload it individually under their accounts.

  3. Attend instrument training sessions and schedule an online reservation for certification sessions.

    • Each platform offers 1–2 training sessions periodically. If unable to attend, online video training may be reserved.

    • Bring the certification form to the training; the administrator will sign and return it to you for record-keeping.

    • Reservation for certification slots is available only from 7 days after training (3 days for general core instruments).

    • Certification must be completed within 3 months after training, otherwise eligibility is revoked.

    • Certain instruments (see “Downloads” on the homepage) do not offer video training; please contact administrators.

    • Certification incurs both instrument usage fees and operator service fees.

  4. After passing certification, you may reserve instruments online. Certification becomes invalid if no reservations are made within 3 months.

  5. A confirmation email will be sent after online reservation. Please ensure receipt.

  6. On the day of reservation, report to the administrator for signing the “Instrument Usage Form” and keep your copy.


IV. Reservation Notes

  1. Download, sign, upload, and submit originals of the “Instrument Usage Agreement” and “User Guidelines and Safety Rules.”

  2. Download and submit the “Instrument Certification Form” on the day of training.

  3. Administrator-assisted certifications incur both usage and operator service fees.


V. Opening Hours

  1. Regular hours: Monday–Friday, 9:00–17:00.

  2. For night or weekend usage, please contact administrators.

  3. Reservations open up to 30 days in advance. Latest reservation and cancellation deadlines vary by platform:

    • General Core Instruments: reserve ≥0.5 hr in advance; cancel ≥24 hr in advance.
      High-speed & ultracentrifuge: reserve ≥16 hr in advance; cancel ≥24 hr in advance.

    • Flow Cytometry & Cell Sorting: reserve/cancel ≥12 hr in advance.

    • Single-cell Analysis: reserve/cancel ≥24 hr in advance.

    • Automated Cell Activity & Advanced Imaging: reserve/cancel ≥24 hr in advance.

    • Digital Pathology Platform: reserve ≥12 hr; cancel ≥24 hr in advance.


VI. Fee Schedule

  1. Charged per hour in NTD; less than one hour is charged as one full hour.

  2. Biomedical waste disposal (liquid waste, organic solvents, paraffin blocks, etc.): NTD 60/kg.

  3. International companies are charged under project-based services.

  4. Fees are recalculated quarterly; adjustments will be announced separately.

  5. Uncancelled reservations will be charged for one hour.


VII. Payment Methods

A. Project-based Services

  • After online request submission, a quotation will be sent by email.

  • Download and sign the quotation agreement via the reservation system, upload it, and await the payment notice.

  • Download and sign the payment notice, complete payment (see instructions on the notice), and upload both signed notice and proof of payment.

  • The project will begin once payment is confirmed.

B. Staff-assisted Operation

  • Administrators reserve instrument slots after request submission. Confirmation will be sent by email.

  • Fees include instrument usage, operator service, and consumables, charged on the day of use.

  • Formal invoices/payment notices are sent to the responsible PI/company contact. Payment must be completed within 45 days.

  • Failure to pay on time will suspend facility access. Invoices are issued within one month after receipt of remittance.

C. Self-operation

  • Confirmation emails are sent after successful online reservations.

  • Fees include instrument usage and consumables, charged on the day of use.

  • Formal invoices/payment notices (monthly or per-use) are sent to the responsible PI/company contact. Payment must be completed within 45 days.

  • Failure to pay on time will suspend facility access. Invoices are issued within one month after receipt of remittance.

VIII. Penalties

  1. Users must supply their own consumables and use only original manufacturer reagents and parts. Any damage caused by non-specified materials will result in repair costs, compensation liability, and termination of usage rights.

  2. Overstaying reserved time will incur additional charges equal to the next full time slot.

  3. The following violations will result in 1 penalty point. Accumulating 3 points leads to a 1-month suspension:

    • Failure to cancel reservations within the specified time (charged 1 hr fee).

    • No-show without reservation.

    • Using instruments beyond reserved time.

    • Failure to wear gloves when required.

    • Failure to follow start-up/shutdown SOPs.

    • Failure to log usage in record book.

    • Failure to clean instruments/work area after use.

    • Using unformatted USB drives for data storage.

    • Being more than 15 minutes late for training/certification or staff-assisted sessions (reservation canceled and 1 penalty point applied).

  4. The following violations result in 1-month suspension and notification to the user’s PI/supervisor:

    • Using instruments without certification.

    • Certified users reserving under their name for uncertified users.

    • Reserving instruments under another person’s name.

    • Unauthorized installation of hardware/software or changes to system settings.

    • Instrument damage due to negligence or misuse. If compensation is refused, usage rights are permanently revoked.

    • Failure to pay invoices within 45 calendar days after issuance.
